I purchased Expansion content from a retailer and when I entered the code it didn't unlock the content.
Some retailers will credit your Xbox Live or PlayStation Network account with a dollar value rather than unlocking the Expansion content. 

Please check your PlayStation Network or Xbox Live account and verify that you have either received the Expansion or received credit to purchase the Expansion. If you have verified that you have received credit in the dollar amount of the Expansion, simply purchase the Expansion and begin your download.
